Dr Cyprian Terseer Heen, the Interim Director General, NIIA, has several years of Public Service experience. He served in the defunct Nigerian Telecommunications Plc. (NITEL) before moving to the core civil service as a Foreign Service Officer.
Until this appointment, Dr Heen, serves as Director of the Foreign Service Academy, Lagos – an institute under the Ministry of Foreign Affairs responsible for the training of newly recruited Foreign Service Officers. Hitherto, he served as Minister/Head of Chancery with concurrent responsibilities as desks officer, UN General Assembly, and UN Peacebuilding Commission at the Permanent Mission of Nigeria to the United Nations, New York.
Prior to this, he had the privilege of serving as Special Assistant, Administration, in the Office of the Chief of Staff to the President of the Federal Republic of Nigeria from 2012 -2014. Until his deployment from the Ministry of Foreign Affairs to the Presidency in the above capacity, Dr Heen, was Senior Counsellor, UN Specialized Agencies, Second United Nations Division (SUND) in International Organizations Department (IOD) of the Ministry, following the completion of his tour of duty at the Embassy of Nigeria in Sao Tome, Sao Tome and Principe.
Before his external posting to Sao Tome, where he served as Senior Counsellor (Political)/Head of Chancery and later Chargéd’Affairs combined, Dr. Heen, was Senior Counsellor, Trade and Investment Division of the MFA and brings his vast knowledge and wealth of experience to bear on his current assignment.
Dr Heen holds a PhD and Master’s degrees in International Relations from the University of Abuja, and a Bachelors’ degree in Philosophy from the University of Calabar. He is a member of the Nigerian Institute of International Affairs.
